I do not run the programs listed in various solutons suggested (eg on Microsoft website) nor am I in a networked or virtual environment so for me those aren't the locking The only discernable similarity is that happens on my office PC. In the past CP/M, DOS, Windows 95, 2000, 98SE, ME, Vista & Windows 7 My System The usual cause is another program using the clipboard and not releasing it. If I continue to copy the cell it will eventually stop popping up and actually copy the cell.
Was consistently doing it, quit Skype and it was solved.
