In Personalise --> Display Settings --> Advanced Settings --> Monitor, the checkbox saying "Hide modes that this monitor cannot display" is unchecked and greyed out. The utility I listed can be used only when needed then turn it off. The only time I should see that shade of blue for a taskbar is if a client's machine is running Windows 7 Basic, or Aero is broken on their Windows 7 Let's talk about the LCD.
